I INTRODUCTORY PROVISIONS 

 
Section 1 
These Rules prescribe the form and content, the manner of filing and completing the declaration of due process - a single customs documents and other forms used in the customs procedure. 

 

II Uniform Customs Document 

 

Section 2 

Single Administrative Document (hereinafter: JCI) is a form of dimensions 210 x 297 mm, with a deviation which may not be less than 5 mm or greater than 8 mm. 
The form referred to in paragraph 1 of this Article shall be printed in green on carbonless paper, weight less than 40 g / m 2, and must not contain cellulose. 
The paper must be opaque so that the information on one side do not affect the legibility of information on the other hand, a strength of the paper must be such that during use can not be easily torn or wrinkled. 
The form referred to in paragraph 1 of this Article shall contain the name and address of the printer or a label that allows to identify it. 
The form referred to in paragraph 1 of this Article is attached to this Ordinance and forms an integral part. 

 

Article 3

Set JCI an additional sheet (hereinafter referred to as SAD BIS) consists of individual sheets osmolisnog or petolisnog dvonamenskog set. 
JCI BIS referred to in paragraph 1 of this Article is the form that is part of the JCI, used if one applies JCI goods to be classified in more than one tariff code. 

 

Sheets set of eight copies are color coded as follows: 

- Specimens 1, 2, 3 and 5, on the right edge of the continuous margin and to the left of the continuous margin colored dotted margin in the order red, green, yellow and blue; 

- Copies 4, 6, 7 and 8, the right-hand edge a continuous margin and the left margin of the continuous dotted margin colored in the order blue, red, green and yellow. The leaves of five sets of copies are color coded as follows: 

- Copies 1/6, 2/7, 3/8, 4/5 and 5/4, the right-hand edge a continuous margin and the left margin of the continuous dotted margin colored in the order red, green, yellow and blue colors. 

Sheets referred to in paragraph 4 of this Article are intended: 

- List of number one - picking the customs office or customs import clearance, 
- List the number 2 - for automatic data processing (hereinafter AOP) and statistical purposes, 
- List number 3 - the sender / exporter of goods, 
- List number 4 - the destination customs, 
- List the number of 5 - to confirm receipt of the goods shipment customs, if an acknowledgment is not possible in the information system of the Customs Service, 
- List the number 6 - the import customs, 
- List the number 7 - for AOP and statistical purposes, 
- List the number 8 - recipient / importer of goods. 

Each list dvonamenskog petolisnog sets JCI may alternatively be used, and unused number on the list has to be crossed. 

Form of SAD BIS referred to in paragraph 1 of this Article is attached to this Ordinance and forms an integral part. 

Article 4 For the customs procedure or combination of customs procedures, can be used partial sets JCI and JCI BIS, which consist of sheets required for the implementation of due process, as follows: 

1) if the goods are declared for transit procedure shall be submitted to JCI consisting of sheets 1, 4 and 5, which are intended to: 

List with a 1 - to dispatch customs, 

- List number 4 - the destination customs, 

- List the number of 5 - to confirm receipt of the goods. 

If you submit multiple sheets JCI by the number of sheets in paragraph 1 of this Article, the JCI submit additional sheets of 3/8 or 3 i 8. 

Transmitting customs certify all copies of JCI reserves the list 1, and leaves 4 and 5, together with the goods, the customs office of destination points. 

After receiving the goods, the customs office of destination certify copies of JCI reserves the list 4, and 5 list of confirmed receipt of goods customs office of destination, if an acknowledgment is not possible in the information system of the Customs Service; 

 

2) If the goods are at the same time declared for an export and transit procedures, shall be submitted to JCI consisting of sheets 1, 2, 3, 4 and 5, which are intended to: - list the number of 1 - to customs import clearance, 
- List the number 2 - for AOP and statistical purposes, 
- List the number of 3 - to exporters, 
- List number 4 - the destination customs, 
- List the number of 5 - to confirm receipt of the goods shipment customs, if an acknowledgment is not possible in the information system of the Customs Service. 

After the procedure the customs clearance and certify all copies of the SAD, the shipping customs keeps sheets 1 and 2, list 3 returned to the JCI and leaves 4 and 5 together with the goods indicates the destination customs. 

After receiving the goods, the customs office of destination certify copies of JCI reserves the list 4, and 5 list of confirmed receipt of goods customs office of destination, if an acknowledgment is not possible in the information system of the Customs Service. 

If the implementation of the transit procedure used TIR Carnet, for export goods shall be submitted to JCI, consisting of sheets 1, 2 and 3; 

 

3) if the goods are declared for export procedure shall be submitted to JCI consisting of sheets 1, 2 and 3, which are intended to: 

- List with a 1 - to customs import clearance, 
- List the number 2 - for AOP and statistical purposes, 
- List the number of 3 - to exporters, 

After the procedure the customs clearance and certify all copies of the SAD, the shipping customs keeps sheets 1 and 2, and 3 list returned to the JCI. 

The provisions of paragraph 1, items. 2) and 3) of this Article shall apply to the procedure of re-export, temporary export goods and outward processing; 

 

4) if the goods are declared for the procedure of release for free circulation, the customs warehousing procedure for entry of goods into a free zone for the inward processing, processing under customs control, temporary importation or destruction shall be filed with JCI consisting of sheets 6, 7 and 8, which are intended for: 
- List the number of 6 - to import customs, 
- List the number 7 - for AOP and statistical purposes, 
- List the number 8 - the recipient / importer of goods ...
